Pool & Water Safety: Layers of Protection
Drowning is fast and silent — but it is also layered against. Barriers, constant unfussy vigilance, and knowing how to respond together meaningfully reduce the risk. It is layers, not luck. Here’s the layering, in order.

Start here
A calm, do-it-together starting point.
Barrier first
A four-sided pool fence with a self-latching gate is the single most protective layer. Pool covers and alarms add more.
Assign eyes, always
Designate a water watcher during any gathering — a named adult whose only job is watching the water. Rotate so eyes stay fresh.
Teach, then trust nothing
Swim lessons help, but no child is “drown-proof.” Reach, throw, don’t go — and keep rescue equipment where it’s seen.
Know the response
Every adult who watches the pool should know CPR and what to do in the first three minutes of a water emergency.
